Abstract
The editorial of the 34th issue (Volume 12) of The ElQarar Journal for Peer-Reviewed Scientific Research explores contemporary sovereign transformations and their fundamental intersections with law, technology, and geopolitical competition. This issue features a refined collection of peer-reviewed research papers spanning the fields of political science, administrative and constitutional law, international relations, and artificial intelligence. It examines the restructuring of the Arab regional system post-2000 and proposes a novel rights-based perspective on public service through the case of missing persons in Lebanon. Further, it also examines the delicate balance between safeguarding national security and preserving civil liberties in counter-terrorism legislation. On the technological front, the issue analyzes the effectiveness of traditional civil remedies in governing block chain-based smart contracts, and deconstructs digital sovereignty and growing technological dependency on multinational corporations. Furthermore, it addresses global geopolitical shifts by analyzing the U.S. strategy in Greenland and the Chinese vision for global governance reform, concluding with a deconstructive reading of Lebanon’s political evolution from "sectarian republics" to the "Taif state." The importance of this of this issue's research lies in its ability to bridge the gap between theoretical frameworks and practical applications, providing analytical insights that enrich academic scholarship and serve decision-makers.
