Abstract

In light of the profound transformations in public finance management and contracting systems, e-procurement emerges as a transformative tool reshaping the relationship between the state and citizens and structuring governmental procedures within a digital framework that ensures transparency, integrity, accountability, and equal opportunities. This study examines the legal foundations of e-procurement, providing an analysis of the Lebanese framework pursuant to Public Procurement Law No. 244/2021. It further assesses the procedural structure of the Central Electronic Platform and the e-procurement system, distinguishing between their respective functions. It also reviews selected international experiences, including the UAE, Morocco, South Korea, and Singapore, highlighting points of convergence and opportunities for adaptation to the Lebanese context. The study emphasizes that the digital transition of public procurement is not merely an administrative update but a modern contractual philosophy that reduces corruption and collusion while promoting good governance through comprehensive documentation and digital publicity. Overall, it concludes that the Lebanese law represents an advanced legislative step but requires practical implementation and a complete operational structure. Further, it recommends strengthening the Public Procurement Authority, developing the electronic platform, updating electronic signature and notification mechanisms, and adopting a national strategy to combat procurement corruption based on open data and digital oversight mechanisms.
