Political Systems and Administrative Organization: A Comparative Study of Institutional Structures and Administrative Efficiency

his study examines the relationship between political systems and administrative organization, focusing particularly on how the nature of the political system influences the structure and effectiveness of public administration in implementing public policies. The research is based on the premise that public administration constitutes the executive arm of the political system, making its functioning intrinsically linked to political, constitutional, and institutional frameworks. Adopting a descriptive, analytical, and comparative approach, the study explores the conceptual foundations of political systems and state functions, as well as the legal and institutional frameworks governing administrative action. It also analyzes the interaction between political systems and public policy-making processes, with an emphasis on decision-making mechanisms, transparency, and accountability. Furthermore, the study offers a comparative assessment of administrative organization in unitary and federal states, particularly in terms of the distribution of powers, the degree of administrative decentralization, and the relationship between central and local authorities. The results indicate that democratic political systems tend to improve administrative efficiency by promoting transparency, accountability, and participatory governance. Furthermore, the study confirms that the form of government significantly influences administrative structures and the distribution of powers. However, the study also emphasizes that neither centralization nor decentralization alone guarantees administrative efficiency; an optimal balance between the two is essential for improving policy implementation and its alignment with local needs. The study concludes that reforms aimed at improving public administration must be closely linked to broader political and institutional reforms, as the effectiveness of administrative systems is fundamentally determined by the nature of the political environment in which they operate.
