Abstract

This study addresses the problematic strategic role of the United States of America in employing proactive foreign policy initiatives during the twenty-first century, taking the Greenland file and transformations in polar space as a main analytical model. The importance of the study lies in deconstructing the traditional discourse that interprets American moves as occasional diplomatic crises or lapses, to prove that they represent an extension of a strategic culture based on political realism and protecting national security. To answer this problem, the study adopted the comparative historical approach to studying political geography, tracing the stages of American strategic expansion from the Louisiana Purchase (1803) through the purchase of Alaska (1867) all the way to contemporary dynamics, while employing the “geopolitical repetition” approach. The study found that US policies towards the Arctic and Venezuela do not aim to undermine alliances, but rather seek to activate mutual deterrence, fill strategic gaps in the face of escalating competition with major powers (China and Russia), and respect the right to self-determination within the frameworks of constructive partnership to support the stability of the international system.
